Phil’s experience in planning and real estate law enables him to provide Ginn Development with results-oriented representation in all phases of real estate acquisitions, sales, development and construction. Phil’s focus is on real estate transactions, business law and contracts, land use planning and entitlement, environmental regulation, government relations and construction law. Phil is licensed to practice in Oregon and Washington.
Before becoming an attorney, Phil was a Planner for the City of Vancouver, Washington and, before that, Clark County, Washington. This experience gives Phil the expertise to carefully analyze applicable laws, regulations, contracts and administrative practices and navigate through complex development regulations to develop successful strategies and outcomes.
Phil is an avid cycler and commutes daily via bicycle from his Northeast Portland home to Ginn Development’s Vancouver, Washington office. When not biking or working, Phil is usually either trying to keep up with his three teenage kids and 1-year-old dog or working around the house.
